OUR STORY
Transport Australia is the evolution of Roads Australia. Our origins lie in the Australian Road Federation and the Australian Road Forum, representing the industry since 1952. In 2005 the Australian Road Forum was recognised by the Federal Minister for Roads as the national peak body.
In 2008 the organisation relaunched as Roads Australia and has since been the peak body for roads within an integrated transport system. Today, our remit reflects a broader land‑transport view including roads, rail, freight and active transport, while preserving our collaborative DNA and focus on real‑world outcomes.

Aneetha de Silva – Chair
Deputy Chair - North East Link State Tolling Corporation
Aneetha is the Deputy Chair at North East Link State Tolling Corporation. She is an infrastructure professional with over 25 years’ leadership experience in the private and public sectors developing, procuring, delivering and managing large-scale infrastructure assets and services. She has led commercial, legal, project finance, planning, environmental and sustainability, governance, risk, community and stakeholder relations functions.
Aneetha is a respected authority with specialist expertise in public sector procurement and privately financed public infrastructure, and has advised national governments and shaped the public agenda in Australia and the Asia Pacific. She holds a Bachelor and Masters of Law from the University of Melbourne, attended the Infrastructure Executive Education program at Harvard University’s Kennedy School of Government, and is a graduate of the Australian Institute of Company Directors.

Silje Troseth – Deputy Chair
Vice President APAC, Q-Free ASA
Silje Troseth is the Vice President of APAC at Q-Free ASA. With 20 years of experience in the ITS (Intelligent Transport Systems) industry, Silje has been dedicated to advancing solutions that reduce congestion and pollution, enhance road safety, finance infrastructure, and promote smarter cities.
Throughout her career, Silje has collaborated with both private and public sectors across Australia, Europe, and the Asia-Pacific region, excelling in project delivery, sales, and marketing. She holds a Bachelor’s degree from the University of Western Sydney and a Master’s degree from the University of Technology, Sydney.

Bede Noonan – Treasurer
Chief Executive Officer, ACCIONA
Bede Noonan is the Chief Executive Officer and a significant shareholder of ACCIONA’s infrastructure business in Australia and New Zealand, with projects under construction of approximately $5.1 billion. Prior to ACCIONA, Bede ran the Geotech Group, an Australian diversified civil engineering business, where he oversaw growth in annual revenue from $5 million to more than $300 million before ACCIONA acquired a majority shareholding in March 2017.
Bede is an experienced business leader with a passion for innovation and a focus on corporate strategy, business development, and financial and systems management. His entrepreneurial approach to business through a combination of disciplined organic growth and carefully timed strategic acquisitions has positioned ACCIONA well to cement itself as the leading sustainable, reliable and trusted infrastructure partner in Australia and New Zealand.
Bede is a board member of Roads Australia, as well as the Australian Constructors Association and Infrastructure Partnerships Australia.

Kevin Devlin
Director General - Victorian Infrastructure Delivery Authority
Kevin commenced in his role as Director General at the Victorian Infrastructure Delivery Authority in March 2023.
Kevin has extensive experience delivering engineering projects in both the public and private sector, working on a broad range of contractual models and across the full life cycle of projects.
Prior to his current role, Kevin held a number of senior positions including CEO of the Level Crossing Removal Authority, Executive Project Director for the East West Link, Project Director for the Middleborough Road Rail Grade Separation and the West Gate Bridge Strengthening projects.
Kevin is an innovative and highly effective leader who adopts a strategic leadership and business approach to managing complex capital projects and programs. He strives to develop high performing teams that challenge the status quo and dare to do mighty things

Nicole Green
Group Executive, Australian Markets - Transurban
Nicole Green was appointed as Group Executive, Australian Markets in June 2024. She joined Transurban in January 2022 as Group General Counsel and has played an integral role in some of our biggest projects, gaining deep insights into our Victorian business. Nicole was also Acting Group Executive – Victoria from October 2023 to June 2024. Prior to Transurban, Nicole spent 24 years at law firm MinterEllison, where she was a Partner in the Projects, Infrastructure & Construction Division and also held various management and leadership roles.
Nicole is a member of the Australian Institute of Company Directors.

Pedro Vicente
Chief Executive Officer, CIMIC Group
Pedro Vicente was appointed as Chief Executive Officer of CIMIC Group in June 2022, having formerly held roles as Executive General Manager Operations of CIMIC and Managing Director of Leighton Asia. Pedro joined Leighton Asia in 2015 as Executive General Manager South East Asia and India and became responsible for all of Leighton Asia in 2016.
Prior to Leighton Asia, Pedro held key management roles with international construction company, ACS Group, and its subsidiaries.
Pedro has more than 25 years of international experience in companies and project management for the construction of large-scale transportation projects, port and power station redevelopments and urban brownfield facilities throughout North America, Europe, Australia, Asia and Africa. His work has involved the management of multidisciplinary teams both at corporate and project level through various market and contract conditions.

Mark McManamny
Chief Executive Officer - AECOM Australia and New Zealand
Mark McManamny is a seasoned executive and infrastructure leader with over two decades of experience in strategic leadership, corporate governance, and transformational project delivery. As Chief Executive of AECOM’s Australia New Zealand (ANZ) region and a member of the company’s Global Executive Leadership Team, Mark oversees a multidisciplinary workforce delivering complex infrastructure solutions across transport, water, energy, environment, buildings, and resources.
Mark is widely recognised for his ability to lead through change, drive sustainable growth, and foster inclusive, high-performing cultures.
Mark leads a team of over 3,500 professionals across ANZ, delivering integrated infrastructure solutions throughout the project lifecycle. Responsible for regional strategy, growth, and operational performance, aligned with global priorities including energy transition and digital transformation.

Alison Close – Deputy Chair
Partner - Clayton Utz
Alison Close is a specialist construction Partner at Clayton Utz with over 16 years’ experience managing and resolving technically complex disputes by way of conventional and bespoke dispute resolution procedures. A contentious lawyer by training, she has spent most of the last decade assisting government or private sector principals resolve issues without formal dispute resolution procedures, including litigation, being called upon. Alison draws from practical experience to assist clients achieve their objectives sooner.
Alison’s hands-on and pragmatic approach to the administration of project agreements during project delivery has supported clients to improve contract documentation at procurement stage. Her background and ongoing experience in formal dispute resolution assists project teams to resolve issues in a strategic and practical manner.

Jim Betts
Secretary - Department of Infrastructure, Transport Regional Development, Communications, Sport and the Arts
Jim was appointed as Secretary of the Department of Infrastructure, Transport Regional Development, Communications, Sport and the Arts in July 2022.
Jim Betts has spent over 30 years working in government agencies in the UK, Victoria and (for the last 8 years) New South Wales.
Prior to becoming Secretary, Jim was a partner at strategy consultancy EY Port Jackson Partners, having previously led the New South Wales Department of Planning, Industry and Environment (DPIE) as Secretary for 2.5 years. During that period, the department undertook transformational reform in areas like land use planning, water, urban design, sustainability, climate change, biodiversity conservation and energy. From 2013 to 2019, Jim was Chief Executive Officer of Infrastructure NSW where he led the development of 2 State Infrastructure Strategies, oversaw the state’s infrastructure program, delivered major state infrastructure projects and developed a state plan for the construction sector.
Before moving to New South Wales, Jim spent 5 years in Victoria as Secretary for the Victorian Transport Department and 4 years as Victoria’s Director of Public Transport. Jim strives to be a champion for inclusivity and social justice, not least for First Nations people.

Josh Murray
Secretary, Transport for NSW
Josh Murray is the NSW Secretary of Transport, leading a team of 30,000 people across the portfolio dedicated to keeping NSW moving. He is focused on delivering a once-in-a-generation transport system that is safe, sustainable, integrated and equitable.
Josh is passionate about evolving our state transport network to offer greater choice and seamless experiences to meet the diverse needs of its users – while driving better results for housing, jobs and the cost of living.
He works collaboratively with passengers, the workforce, industry and across government to unlock better services, economic potential, and social connectivity.
Under Josh’s leadership, Transport for NSW is embarking on a transformative agenda that builds on the commitment of its people and stakeholders, to offer world-class services.
A respected global executive and company director, Josh has 25 years’ experience in government services and the infrastructure delivery sector.

Kate West
Chief Officer for Business and Markets, APAC - Arup
Kate West is the Chief Officer for Business and Markets, APAC at Arup. She is responsible for implementing Arup’s business strategy in the Asia Pacific
through deepening the firm’s client relationships and harnessing the skills and expertise of its 6,400+ technical experts across 28 offices in Australia, New Zealand, Southeast Asia, and East Asia to drive impact and shape a better world. Kate works with Arup’s APAC Leadership team to champion the strategic growth and diversification of the business across the Asia Pacific region.
Previously, Kate was the first women to hold the position of Co-Chair of Arup’s Australasia Region, where she oversaw a workforce of over 3,500
people across Australia, New Zealand, Singapore, Indonesia, and Malaysia involved in the transport, property, energy, water, advanced manufacturing
and built environment sectors.

Sally Stannard
Director General - Department of Transport and Main Roads
As Director-General, Sally Stannard leads the Department of Transport and Main Roads (TMR).
Sally was Acting Director-General from 5 June 2023 and formally appointed in December 2023, taking on the leadership of TMR’s portfolio of work across road, rail, bus, cycling and marine infrastructure in Queensland.
In Sally’s previous role as the Deputy Director-General (Translink), she led the delivery of customer-focused passenger transport services across Queensland including policy, planning, ticketing, contract management and customer services.
Sally is the Chair of Cross River Rail and Chair of Public Transport Association Australia New Zealand. She is also a board member of Roads Australia and Queensland Hydro. She holds qualifications in Engineering and International Studies and is a Graduate Member of the Australian Institute of Company Directors.
Sally is passionate about the role transport plays in equitable and sustainable economic development of our cities and regions.
Meet the team

Ehssan Veiszadeh
Chief Executive Officer
Ehssan Veiszadeh is the Chief Executive Officer of Roads Australia, having commenced in the role in July 2023.
Ehssan’s experience spans public policy, media and small business.
As a senior adviser to the NSW Premier between 2015 and 2021, Ehssan provided strategic advice on a range of issues facing the State, including NSW’s response to the Covid-19 pandemic.
He has previously served as Deputy CEO for urban policy think tank Committee for Sydney, leading advocacy efforts around increasing transport-oriented development, decarbonisation and reopening the economy during the pandemic. Ehssan has also worked in media, including five years as a journalist for Australian Associated Press (AAP) and as a cofounder of a publishing company.
Ehssan serves as President of the Alumni Council at the University of Sydney and Chair of the Crescent Institute.

Katherine Danks
Executive Director – Programs and Communications
With more than 20 years of experience across government, politics, private sector and journalism, Katherine brings a combination of strategic communication expertise and public affairs insight to her work.
Her most recent role was Group Manager, Communication and Marketing at John Holland, where she led corporate positioning, reputation management, brand strategy and media relations. In this role, she worked closely with government and industry partners to celebrate the transformative power of infrastructure projects across Australia. Before joining John Holland, Katherine held the role of Director of Media, Communication and Engagement at Fire and Rescue NSW. There, she restructured the communication branch to better align with strategic goals, improve team engagement, and led a shift toward proactive, high-quality storytelling.
Katherine also brings her experience as a Chief of Staff in the former NSW Government to Roads Australia. In this role she oversaw reputation management and public safety policy development in the counter terrorism and corrections portfolios.

Anna Kelly
Executive Officer
Commencing in October 2024, Anna comes to Roads Australia with broad experience supporting CEOs across a range of sectors, including media, finance, aviation, and government. Working with organisations such as The Committee for Sydney, Art Gallery of NSW, and Emirates Airlines, her experience includes VIP event management, corporate communications, and stakeholder engagement.
Anna began her career in education, working as an art and generalist teacher for eight years. She blends strong relationship-building acumen with educational insights and strategic corporate support.

Emma Drummond
Member Engagement Lead
With over thirty years of experience in membership and events strategy, Emma brings a strong foundation in membership and event management along with a Bachelor of Business with a major in Marketing.
Emma’s career has been dedicated to aligning member-focused organisations with valuable products and services, building strategic event partnerships, policy engagement and developing authentic brand identities.
Consistently driving initiatives that enhance member value and contribute to organisational growth, combining academic knowledge with practical expertise to optimise member satisfaction and stakeholder engagement.

Nicole McLean
Executive Director – Policy and Government Relations
Nicole McLean is Executive Director of Policy and Government Relations at Roads Australia, commencing in the role in June 2025.
Her experience spans all aspects of public policy, government relations, advocacy, campaigns and stakeholder engagement. Nicole has worked in the private sector, in both small and large enterprises, and not-for-profit organisations.
Before joining Roads Australia, Nicole was Manager of Government and Public Relations at The Pharmacy Guild of Australia (Victoria Branch). Prior to that she was Principal Advisor of Policy and Advocacy at the Victorian Chamber of Commerce and Industry.
Nicole also serves as Board Director, Victoria at the Australia-Brazil Chamber of Commerce.

Mark Sinclair
Executive Director - Membership Services
Mark joined RA in the role of Executive Director – Membership Services in January 2024.
Mark brings more than 25 years’ experience across memberships, partnerships, major events and commercial operations management. He has held senior roles across government, sport, enterprise start-ups, and membership associations.
Most recently he was the Director Engagement and Events at the Committee for Melbourne, a member based public policy and advocacy organisation that helps shape Melbourne’s growing future across multiple sectors. He has also worked at Fed Square and began his career in commercial and events at Cricket Australia.
His focus at RA will be on membership engagement to help create and cultivate strategic relationships and alliances as well as curating a strong national events program with a core goal to enhance RA’s membership experience.
